DOGE's receipts and DOGE's data: what the audits and court filings actually show
DOGE's savings claims carried documented errors ($8 billion listed for an $8 million contract), a 2026 GAO audit found most savings unverifiable, and a January 2026 court filing described unauthorized SSA data handling.

What happened
The Department of Government Efficiency launched its public "wall of receipts" on February 17, 2025 with a headline claim of $55 billion saved, but only about $16.5 billion of that was itemized, and an NPR review found the documented savings were grossly overstated, including an $8 billion entry for an Immigration and Customs Enforcement contract that was actually worth $8 million [1][2]. When DOGE updated the page the following week, it quietly deleted more than $2.5 billion in earlier claims, including a triple-counted U.S. Agency for International Development project, while adding new errors [1]. Reuters reported on March 4, 2025 that DOGE had deleted hundreds of claimed savings in two weeks and that its running total of $105 billion could not be verified because only a fraction was itemized [2].
Separately, in a lawsuit over DOGE's access to Social Security Administration records, the government filed a "Notice of Corrections to Record" on January 16, 2026 [3]. It disclosed that in March 2025 a political advocacy group had asked two DOGE team members at the agency to analyze state voter rolls, with the stated aim of finding voter fraud and overturning election results in certain states, and that one team member signed a "Voter Data Agreement" with the group on March 24, 2025 [3]. The filing also said DOGE staff had shared data through the third-party service Cloudflare, which is not approved for Social Security data, between March 7 and March 17, 2025 [3].
Why it matters
DOGE's savings claims were the public face of its cuts, and the Social Security Administration holds some of the most sensitive personal data in government [2][3]. The Government Accountability Office (GAO) reported on August 6, 2026 that the wall of receipts claimed $110 billion in savings as of July 7, 2026, but that DOGE did not use its own stated methodology for the majority of contract savings, provided insufficient information to verify 96 percent of grant savings, and listed 108 leases that were already being phased out before DOGE existed [4]. In one example, DOGE claimed $1.7 billion in savings on a Defense Health Agency contract that was never terminated or reduced [4].
The evidence
In the January 2026 filing, the agency said it first learned of the voter data agreement in November 2025 during an unrelated review, that the agreement was never approved through its data-exchange procedures, and that it made two Hatch Act referrals to the Office of Special Counsel in late December 2025 [3]. It said it could not determine what data went to Cloudflare or whether the data still exist there [3].
On April 10, 2026, the full Fourth Circuit vacated the preliminary injunction that had limited DOGE's access, finding plaintiffs had not shown irreparable harm on the original record, but called the government's acknowledgments "alarming" and returned the case to the district court [5]. Judge Ellen Hollander then lifted a stay and granted discovery on April 14, 2026 [6]. DOGE itself was disbanded; the Office of Personnel Management director told Reuters in November 2025 that it "doesn't exist" as a centralized entity [7].
Response and counterpoints
Musk acknowledged that mistakes would be made and said they would be fixed quickly [1][2]. The agency's filing stressed that it had "not yet seen evidence that [Social Security Administration] data were shared with the advocacy group" and that staff outside the DOGE team were unaware of the agreement [3]. GAO's review did identify some real cost savings among the contracts it examined [4].
What remains uncertain
Contract value is not automatically saved expenditure, and an erroneous entry does not establish that every claimed saving is false or that fraud occurred [1][4]. The January 2026 filing did not establish that Social Security data reached the advocacy group, did not name the group, and did not say Musk personally ordered or knew of the contacts [3]. Hatch Act referrals are not findings of violations [3]. Further allegations raised by plaintiffs, including a whistleblower claim that data left the agency, have not been examined by a court [5][6]. Discovery is ongoing, and this story should be rechecked as the district court docket develops [6].
Money and method
Entity: Department of Government Efficiency (U.S. DOGE Service). Money type: claimed savings from contract, grant and lease terminations, as self-reported on DOGE's website. Periods: $55 billion claimed at launch (February 17, 2025) with about $2.3 billion in contract savings NPR could verify [1]; $105 billion claimed by March 4, 2025 [2]; $110 billion claimed as of July 7, 2026, with most of it unverifiable according to GAO [4]. All figures are DOGE's own estimates, not audited actual savings.
